The 14th Duskin Leadership Training in Japan;
A Program for Persons with Disabilities in Asia and the Pacific (2012)

1 Objective
This program is designed for persons with disabilities in Asian and Pacific regions who have
potential to become leaders in their communities. To help achieve their goals, this program
provides an opportunity for them to learn about welfare measures, policies and services for
persons with disabilities in Japan and thus improve their knowledge and skills.
It is sponsored by the Duskin AINOWA Foundation as one of the projects commemorating the Asian and
Pacific Decade of Disabled Persons (1993-2002).

The training takes place at a variety of places, including rehabilitation centers for persons with disabilities, educational institutions, organizations of/for persons with disabilities and other voluntary organizations.

Japanese Language Class
10 Main Characteristics of the Training Program
- (1) The trainee will design detailed contents of his/her individual training program based on his/her interests and aims. It can be drawn up in cooperation with associated facilities and organizations in the field of disability.
- (2) In principle, all the training will be provided in the Japanese (sign) language.
- (3) For the first three months, an intensive Japanese (sign) language course will be provided in order for the trainee to acquire communication skills. Sufficient language skills will enable the trainee to exchange opinions and ideas with Japanese people. The trainee will take the Japanese Language Proficiency Test in December 2012.
- (4) The trainee will learn about the current situation of rehabilitations, welfare services and movements of/for persons with disabilities, through observations and hands-on experiences.
- (5) The trainee will have opportunities to attend conferences and seminars on disability and/or rehabilitations of persons with disabilities.
- (6) The trainee will experience a home-stay with a Japanese family over the New Year.
- (7) The trainee will gain knowledge on the current situation of international cooperation on disability issues by meeting with leaders from different countries.
- (8) The training includes how to write project proposals and reports and give presentations.
- (9) The trainee will be required to submit Weekly Reports and Final Report.

11 Applicant Criteria

- (1) The applicant must be a person with a disability living in Asia or the Pacific region who wishes to contribute to his/her community as a future leader.
- (2) In principle, the applicant must be between 18 and 25 years of age at the time of the application deadline.
- (3) No specific educational background and work experiences are required.
- (4) The applicant must be willing to accomplish the ten-month training program in Japan and adapt him/herself to Japanese lifestyle.
- (5) The applicant must be able to communicate either in Japanese (or Japanese sign language) or English (or International sign language).
- (6) The applicant must be able to carry out his/her everyday-life activities without assistance.
- (7) The applicant must have his/her own training plan.
- (8) The applicant must have a surety, who is a parent, a sibling of age, or someone who is equivalent to the kin.
- (9) The applicant must agree to participate in the program at his/her own risks.

You must send a completed application form with a photo (of your whole body) to the Secretariat of the “Duskin Leadership Training in Japan” by post, international courier or email. Please note that we do not accept applications by FAX. Once submitted, an application form is not returnable. We regret that we do not issue a letter of acknowledgement.
- (1) You must complete an application form without omission, either in Japanese or English. Type or write in block letters.
- (2) In Section 10, state your academic year and your major if you are a student. If you are employed, state your occupation, position and major role.
- (3) In Section 11, write down the exact name of school/university from which you last graduated (or are expecting to graduate) and state your major (e.g., ‘I graduated from X School’).
- (4) In Section 12, write down exact names of your previous employers and the dates of each employment.
- (5) In Section 16, state the current and detailed situation of your disability. Also clarify if you need any assistance in daily life (and if so, of what kind).
- (6) In Section 23, note that your surety can be directly contacted by the Secretariat. Write down the full name, postal address and telephone numbers of your surety.
- (7) In general, the applicant must fill in the application form by him/herself. However, if you have difficulty in doing so, another person may do it on your behalf. In this case, you must clarify this in Section 24.

(8) If you are applying by email, please also note the following points:
- (i) Send your application form as an attached file to: duskin_training@dinf.ne.jp, and type in the subject box “Application for the 14th Duskin Leadership Training in Japan”.
- (ii) Note that your photo must not be larger than 2MB in size.

15 Selection Procedures and Notification of Acceptance

- (1) The Executive Committee will select the candidates for the 14th Program.
- (2) After going through all Application Forms, the potential candidates will be selected (Stage 1).
- (3) The secretariat will directly contact each potential candidate and some members of the Executive Committee will interview him/her in his/her own country by the end of April 2012 (Stage 2).
- (4) The final decision will be made after interviewing the potential candidates. The Secretariat will officially inform all the successful candidates and the interviewed candidates.
- (5) The secretariat cannot answer any question regarding the application process.
- (6) If the applicant does not hear from the secretariat by the end of May 2012, he/she should contact the secretariat.

(1) The sponsor will cover the following expenses:
- (i) Costs of traveling between the trainee's home town and Japan, including international flights and domestic travels.
- (ii) Fees for documents, such as passport and visa, which are required for the travel to Japan.
- (iii) Costs of the training during the program.
- (iv) Living expenses covering accommodation and food, supplemented by daily allowances.
- (2) The trainee will bear any other expenses which are not listed above.

I stayed in Japan as one of the 3rd trainees for 10 months between the end of August 2001 and the beginning of July 2002. In the beginning, I had many problems as I was new to the food, language and culture there. But, after a while, I got used to a Japanese lifestyle with support from staff members and my fellow trainees.
I met with many great leaders with disabilities and had plenty of new experiences. The acquaintances through the Independent Living Movement thoroughly changed my thoughts about the disability movement. I felt I was finally awakened to the world. This training program changed me entirely.
Now I work for a position in the Pakistani Government that is responsible for providing special devices and coordinating disability organizations nationwide. As it would be expected of a powerful position like this, I often face challenges in carrying out my tasks. Whenever I have problems, I recall my old days in the training. It gives me guts to go on.
I would like to tell those who are interested in applying for this program, “Go for it!”
